Pesticide licence in the District of Columbia: categories, exam and renewal

What the District Department of Energy and Environment says about certified pesticide applicators and pesticide operator licences, category 3 for ornamental and turf work, the US$30 exam per category, the liability insurance amounts and reciprocity with six nearby states.

Applicator and operator licences

The department's certification page says the program writes and gives the exams, then licenses certified applicators and issues them an identification card. The licensing page says the Municipal Regulations require every place of business that advertises or does pest control in the District, government and state agencies included, to be licensed. The steps run in two stages. First the applicant sends the preliminary forms ES-774 for the applicator and ES-775 for the operator to the Pesticide Program. When approved, the program prepares business license forms for a Pesticide Operators License and Certified Pesticide Applicators Licenses, which are finished at the Business Service Division. Licensing cannot be obtained without the program's authorization. The page also says an applicator must carry the photo ID card while applying, and that holding a license without the ID makes all pesticide application illegal.

Category 3 and the exam

The preliminary application form for a pesticide applicator, form ES-774, asks for a type of applicator, commercial or public, and for a method: examination, experience, education, reciprocity or reapplication. It lists the core category and categories for ornamental and turf, aquatic, right-of-way, industrial and structural, public health, regulatory, demonstration and miscellaneous work. Category 3 covers pest control in the maintenance and production of ornamental trees, shrubs, flowers and turf. The form says exams cost US$30 per category and that District residents take the District exams. Qualifying to sit the exam by experience asks for one year of full-time experience or its equivalent, backed by a statement from someone with first-hand knowledge, or an official college transcript for the education route.

Remote testing

The department's remote testing questions and answers describe an online proctored core exam only. They state a US$30 fee for people outside government, no fee for District and federal employees, a 2 hour limit, closed book rules, results within 72 business hours, an immediate retest after a first failure and a 30 day wait after that. The study material is the same as for the in-person core exam, plus the District pesticide regulations.

Business insurance

The licensing page says all firms except state and federal agencies must show financial security as liability insurance. The original certificate must list the insured amounts at or above US$100,000 each person and US$300,000 each occurrence for bodily injury, US$15,000 each occurrence and US$30,000 aggregate for property damage, and a 10 day cancellation clause. It also names the Department of Consumer and Regulatory Affairs Business Service Division, Licensing Branch as the certificate holder. A firm based outside the District needs a resident agent who lives in the District. A person who joins a company that already holds an operator license is not required to meet these business items.

Reciprocity

The licensing page says an applicant applying through reciprocity names the state of certification, from Maryland, Virginia, Delaware, West Virginia, Pennsylvania or New Jersey, and includes a copy of the current license from that state. The same page lists the exam route for everyone else.
