What the proposal says the lines mean

The proposal says no minimum quantity of services is guaranteed. It describes the bucket truck with chainsaw crew as at least two workers and the truck with chipper and chipper crew as at least three, with a chipper capable of up to a 10 inch diameter tree and a truck that hauls and dumps at least 8 CY. The department takes responsibility for traffic control and waste disposal when those hourly crews are used. Tree removal is paid by the diameter measured at 4 feet 6 inches above the adjacent ground, in six sizes from up to 10 inches to over 50 inches, and trees are cut flush with the ground unless the Engineer directs otherwise. Stump grinding is paid per stump, sized the same way, to a minimum depth of six inches below ground. Overhang clearing means cutting overhanging limbs to 18 feet above the roadway and 8 feet from the outside edge of the travel lane, paid by the shoulder linear foot.

Each bidder wrote one unit price per line. The estimated quantity is the department's own figure. The proposal says quantities are approximate and are the basis for comparing bids. Unit price times estimated quantity matches the printed line total in every cell of the sheet, and the printed line totals add up to each bidder's printed total bid, so the line totals are left out of the tables.
