Storm contractor rules in Michigan: price gouging, door-to-door sales and contractor licensing

Michigan has no emergency price limit in the sections read, a licence for residential builders and maintenance and alteration contractors under the Occupational Code, a three-business-day cancellation right for home solicitation sales, and a Consumer Protection Act line on prices grossly in excess. This page restates those sections as the Michigan Legislature publishes them, read on October 10, 2026.

Checked against the sources at the bottom of this page on October 10, 2026. Rules, fees and pay change: the source has the last word.

This page reports what the official source says. It is not legal advice: ask the office named here. The wider picture is on the storm contractor rules page. Every row is statute text. None of the sections read names tree work or storms, and no official page on a Michigan price gouging rule was read for this page on October 10, 2026.

Tree work and the licence

The licence section names a set of crafts and trades, and tree removal or pruning is not among them. The Occupational Code definition covers repair, alteration, addition, improvement and wrecking of a residential structure and the building of a garage. The text read does not say whether taking down a tree is covered.

Cancellation, storms and emergencies

The home solicitation act turns on where the buyer receives the solicitation and signs. Subsection 445.112(5) sets three conditions for the emergency exception, and the third, about goods that cannot be returned, speaks to goods and not to services. The act separately says the seller is not entitled to compensation for services performed before a cancellation. For how other states treat tree work, see contractor licences for tree work. The warnings that attorneys general issue after storms are on the storm tree scams page.
