What the proposal adds

This proposal covers the same county pair as the March 2026 sheet and uses the same 17 lines. The date printed on the tabulation, November 12, 2024, is six days after the opening date on the proposal's cover, November 6, 2024. The proposal says work orders are assigned by the lowest work order cost for the line items and estimated quantities needed, using the awarded contractors' unit prices, and that emergency mobilization means arriving on site within 24 hours.
