What the sheet shows about the lines
The sheet prices crew time, not trees. Schedule 1 has hour and day rates for a two-person crew with equipment, and for each additional crew person, once as regular rates and once as emergency rates. Schedule 2 has the same four rates for stump grinding. Schedule 3 prices travel by the mile outside the city limits for a boom truck and a regular truck, in addition to the regular rates. Schedule 4 prices traffic control by the hour, and the sheet says those unit prices apply only for additions or deletions to the traffic control work and that the city can reject any of them.
Every line has a quantity of 1. So each printed sub-total is the plain sum of the unit prices in its column and is not an estimate of what the city will spend. The sheet adds the five schedule sub-totals, then the sales tax line, to reach a grand total base bid. That total is a comparison device, and the contract itself is for hourly and daily rates over five years. The tax line printed for Bidder D is 8.2 percent of its sub-total, where the other three lines are 8.3 percent of theirs. The page shows the numbers as printed.

Each bidder wrote one unit price per line. Where the sheet shows a total beside a unit price, it is the same number because the quantity is 1.
