Public tree contract bids: whole bid tabulations from public agencies

This page reports public bid tabulations for tree work as the agencies published them. These are government contract prices from one sheet each, not market quotes and not advice. Where a sheet has its own page, the page shows the whole tabulation: every line, every bid, with the bidders shown only as Bidder A, Bidder B and Bidder C in the order the sheet lists them. This site does not average, rank or sum up prices across sheets.
What a bid tabulation is
A tabulation is the agency's own record of a sealed bid opening. It lists the work items the agency asked prices for, the agency's estimated quantity for each, and what each bidder wrote as a unit price and line total. Government contracts differ from a quote to a tree owner. The quantities are the agency's guesses used to compare bids, a contract may be on call with no minimum, and an agency may add its own conditions on who can bid. The sheets name the bidding firms. This site shows letters instead and links the sheet.

What differs from sheet to sheet
The lines are not alike. The North Carolina sheets price a bucket truck crew and a chipper crew by the hour, tree removal and stump grinding each in six diameter sizes, overhang clearing by the linear foot and traffic control by the day. The Clark County sheet of 2025 prices a three-person crew by the hour. The county's 2020 sheet prices each tree by diameter band. The Phoenixville sheet prices tree and stump removal together. A price on one sheet is for that sheet's definition of the item, so this page does not set prices from different sheets side by side.
Tax is shown differently too. The two Clark County sheets add Washington State sales tax as a separate line below the sub-total, at 8.4 percent on the 2020 sheet and 8.5 percent on the 2025 sheet. The North Carolina sheets print no tax line.
The North Carolina Division 6 contracts
All four North Carolina sheets come from the Department of Transportation's Division 6 office in Fayetteville, under the department's small business enterprise program. The proposals say a bidder needs an annual income of US$1,500,000 or less for the previous calendar year and must be certified by the department. The NCDOT small business enterprise page says businesses with incomes of less than US$1.5 million, minus materials, are eligible to certify. The proposals say a North Carolina general contractor's licence is not required under the program, and that payment and performance bonds are not required.
The 2024 and 2026 proposals call the contract a state funded ID/IQ non-exclusive contract with a limit of US$1,000,000 per year. They say no minimum quantity is guaranteed, and that work orders go to whichever awarded contractor has the lowest cost for the line items and estimated quantities of that work order, using each awardee's unit prices. The 2021 contract has a limit of US$500,000 per year. The department's proposals also say the contract may be extended for further one-year periods, with the price adjustment rule written into each proposal. The Clark County sheets
Clark County's bids page says its results appear as tab sheet attachments on each listing, with an Awarded to field. The 2025 sheet has three columns and only the first carries prices. The 2020 sheet has three bidders priced on every line. The two sheets share the county and the on-call idea but not the pricing basis.
Rows without their own page
Three sheets stay as rows because their pages would repeat little beyond the sheet. The Phoenixville summary prints no opening date and no agency conditions. The PWC sheet shows one bid, and prints this disclaimer: inclusion of a bid on the tab does not indicate that the bid is being considered for award. The 2015 Yakima sheet is headed preliminary bid tabulation and gives a five year contract term. The city's newer 2025 sheet has its own page. Each row links the agency's own file.
